I can review the circumstances and explain whether an exception is possible.”

“Can you guarantee the exception?”

“No.”

The woman looked at me.

I knew she recognized me from the company website.

“Are you in charge of this?”

“I'm responsible for the program's funding,” I said. “Denise is responsible for reviewing the case.”

“So you can decide.”

“I can approve a policy exception if the facts support it. I can't promise the answer before the review.”

She studied me.

“You have enough money to pay for all of this.”

I had heard versions of that sentence many times.

Usually, people said it with anger or disbelief.

She said it as if she were stating something obvious.

“I have access to money,” I replied. “That doesn't mean every expense is covered by the program. But we should examine whether our rules treated you fairly.”

She looked back at Denise.

“Will someone call me?”

“Yes,” Denise said. “If you agree to leave your contact information, we'll review the referral and contact you by Friday.”

The woman gave her details.

Then she picked up her folder and left.

I stood beside the table for a moment after she was gone.

I wanted to fix the situation immediately.

I wanted to take out my wallet, give her the money, and make the conversation end with relief instead of disappointment.

But that would not answer the question she had asked.

It would also bypass the review that might show whether the policy itself needed to change.

“Can we review it quickly?” I asked Denise.

“Yes. But we need to look at the referral record first.”

“Do that.”

“And Brennan?”

I turned.

“If you decide to approve an exception, don't use her case to create a rule we can't explain to the next person.”

She was right.

I could afford to cover an expense.

The program needed rules that people could understand and staff could apply consistently.

We reviewed the case the following morning.

The referral had been sent using information that was already out of date.

The applicant had followed the instructions we provided.

The transportation expense was reasonable and documented.

I approved reimbursement under an exception for an incorrect referral caused by our own process.

Denise called the woman before the end of the day.

She accepted the reimbursement.

She did not thank us.

She did not need to.

The case also prompted Elaine to add a new field to the directory report.

Staff would record whether a failed referral had resulted in an avoidable cost for the applicant.

The field would not automatically trigger payment.

It would help us identify patterns and review whether our procedures were creating unnecessary burdens.

That was the kind of change I could support.

A few days later, I thought again about the woman who had challenged me.

She had not asked me to become a better person.

She had asked why our organization had made her spend money on information that was wrong.

Her question deserved an answer about our process, not a speech about my intentions.

I could not promise that every future referral would be correct.

I could promise that we would check the information, record mistakes, and take responsibility when our own failures cost someone something.

That promise was specific enough to test.

It was also small enough to keep.

Click here to continue reading: PART 19: The Kind of Answer That Was Enough

Several weeks later, I attended a public meeting about the community program.
