Sometimes it's just someone who knows where to send them."

I nodded.

"Let's start there."

We agreed to fund a small pilot program with trained staff who could guide applicants through the process.

It wasn't going to solve every problem.

It would, however, give people a clear point of contact instead of sending them from office to office.

I asked for monthly reports on how many people were helped.

Denise corrected me.

"How many people receive help," she said. "And how many don't."

I looked at her.

"Include both."

She smiled faintly.

"That will make the results less flattering."

"Then we'll finally know what the results are."

The program began quietly.

There was no ceremony.

No photographer.

No speech about compassion.

For several weeks, I received short updates from the team.

Some applications were completed quickly.

Others required repeated calls and additional documents.

A few families were referred elsewhere because our program wasn't suitable for their needs.

The reports were less impressive than the glossy brochures I was accustomed to seeing.

They were also more useful.

One afternoon, I found myself rereading a note about a mother who had missed two appointments because the bus route near her temporary accommodation had changed.

The staff member had arranged a different meeting time.

That was all.

No miracle.

No dramatic rescue.

Just a small adjustment that allowed someone to continue.

I placed the report beside my keyboard.

Then I called the program director.

"Make sure the team has authority to make reasonable adjustments without waiting for my approval."

"We'll need guidelines."

"Write them."

"And a budget limit."

"Set one that makes sense."

He paused.

"You understand this means giving the staff more discretion."

"I understand."

I was learning that helping people required more than money.

It required trusting the people who were closest to the problem.

That lesson was harder than I expected.

The following Friday, I received an unexpected call from a local community center.

The director had heard about our pilot program and wanted to discuss whether it could support families who needed temporary assistance.

I agreed to meet with her.

Her office was small, with two filing cabinets and a kettle on a shelf.

A children's drawing hung beside the door.

She showed me how the center connected families with existing services.

Then she explained where those services failed to meet immediate needs.

"We don't need another complicated application," she said.

"We need enough flexibility to help someone while the longer process is underway."

I thought of Mara.

I thought of the hospital pharmacy charge and the emergency registration payment.

I still didn't know exactly what had led her to make those purchases.

I wasn't going to invent an answer simply because I wanted one.

But I understood the problem she had revealed to me.

A person could need help today and still be told to wait for a decision next month.

I asked the director what her center could do with additional support.

She gave me a realistic budget.

I approved funding for a limited trial, with clear safeguards and regular reviews.

Before I left, she offered me a cup of tea.

I accepted.

The tea was strong and slightly bitter.

We drank it while she told me about the people who came through her doors.

She didn't describe them as statistics.

She spoke about missed appointments, school uniforms, broken washing machines, and parents trying to keep their children calm while adults discussed money.

I listened.

I didn't interrupt to offer solutions.

For once, I let someone finish explaining the problem before I decided what I thought about it.

On the drive back to the office, I took my phone out of my pocket.

Mara's number wasn't in it.

She had never given it to me.

I had no reason to contact her, and I wasn't going to use my resources to search for her simply because our conversation had changed me.

That would have turned her into a project.

I had already done enough of that in my own mind.

Instead, I put the phone away and looked out the window.

A father was helping his young son zip a jacket beside a bus stop.

The boy kept pulling the zipper down again.

The father patiently started over.

I watched them until the car moved past.

I wondered how many ordinary acts of care went unnoticed because they didn't produce a report or a measurable result.

Then I caught myself trying to turn the moment into another lesson.

Not everything needed to become a lesson.

Sometimes a father was simply helping his son with a jacket.

Sometimes a mother needed a hospital.

Sometimes a person needed someone to explain the next step without making them feel small.

I returned to the office and reviewed the latest program budget.

For the first time, I didn't look for the largest number I could approve.

I looked for the places where a little flexibility could make the process more humane.

It wasn't enough.

But it was a beginning I could defend without pretending it was a miracle.

Click here to continue reading: PART 7: I Finally Stopped Searching for a Way to Find Mara, Yet the Questions She Left Behind Followed Me Into Every Room

The first review took two weeks.
